   ‘a light was shining’  

Little did the crowds that surrounded the hastily erected wood and plaster Cenotaph in July 1919 suspect that the cause of their celebration - the signing of the Versailles Treaty - set Europe on the road to another war; or that just 21 years later, 100 feet directly beneath the Cenotaph, the government would start tunnelling deep shelters to protect itself from the bombing to come while unwilling to contemplate public shelters, lest this alarmed the population.
